THAT PROVES DISCRIMINATION TO SEGMENT OF ENVIRONMENTAL JUSTICE
FEDERAL PROTECTED CLASS AFRICAN-AMERICANS .
"STUDY" ... which purportedly analyzes participation of
minority and other forms of disadvantaged business in GDOT's construction and
engineering contracts, was relased on July 15, 2012.
Transportation spokeswoman Jill
Goldberg said the Department has not heard from the NAACP regarding its Disadvantaged
Business Enterprise Program and said civil righs group did not submit
comments or attend any of five public comment meetings held since April 2012
on the Disparity Study.
"Therefore, it is impossible
for us to respond to any purported particular criticism," Goldberg said.
"The allegation that GA DOT willfully discrimates against any
segment of population is irresponsible."
Goldberg please read the 2012 GDOT
Disparity Study whether willfully or
not, "STUDY" shows GDOT has discrimination on
going against an Environmental Justice Federal Protected Class African
Americans.
"The very fact that Top Level
GDOT Commissioner , Senior Level GDOT Officals, and GDOT employees feel that
it is no discrimination going on and do not recognize the real problems
of inequitable economic program delivery is very serious concern, but it
may explain, in part, why previous efforts to address GDOT discrimination
problems have been less than fully successful."

organization, problems cannot be solved until recognition ot the problems is
generally accepted throughout the organization and efforts to correct the

I have submitted comments and I
attended the GDOT Atlanta Public Comment Meeting in Atlanta,
GA. and made comments at the Atlanta GDOT Public
Comment Meeting that discrimination and the Good Ole Boy Network is
in full effect down here in South Georgia Valdosta, Georgia with large White
Prime Contractors. This same discrimination is hurting HUD Section 3 Business
Concerns and Public Housing Residents large white contractors in Good
Ole Boy Network here claim at least 30 percent of employees are low to very
low-income residents, residing in Designated Revitalization Areas to denail
smaller start-up true section 3 business concerns and public housing
authority residents economic opportunties. I did not get mad at this type
treatment..... I just thought about the article Living A
Worthwhile Life by Jerry Grillo.
On MLK Project here City of
Valdosta Quality Landscaping and Roundtree Construction were given
opportunity by Woodward Construction Company whom I asked as Section 3
company and was not given a chance to be even consider for the
Landscaping economic opportunity. Good Ole Boys looking out for one
another. So yes it hurt HUD Section 3 Opporunities federal funds entrusted to
local Jurisidiction or local government or Georgia DCA whom
is as GDOT whom obtain Federal Highway Dollars for State of Georgia . I
did not get mad I just thought about my favorite article Living A
Worthwhile Life by Jerry Grillo.
Local governments or
Entitlements City engages in longstanding, systematic and pernicious
acts of discrimination against Affican American and possibly other
minority-owned business. I cannot prove discrimination but I know its here .
The City of Valdosta will not do Disparity Study says City does not have the
money. The City of Valdosta knows if Disparity Study is done the federal
government will force them to bring up its goals for minority
economic contracting opportunties here. Edgar Roberts ex County Commissioner
and former 8 A Federal Contractor is first one I heard here over 12
years ago trying to get City to do Disparity Study they refuse say City
does not have any money for Disparity Study.
The real truth is the City of
Valdosta knows minority African-Americans are not getting the crumbs off the
table here with economic opportunties from federal dollars , state dollars,
and local government dollars. Powerful White Prime Contractors have influence
over local goverment City Officals here and a relationship that do
not want anyone else to come in and try to earn economic
opportunties. I'm not angry I just remember the words of Andrew Young in
my favorite article Living A Worthwhile Life By Gerillo.
Its unfortunate and sad but true
local government City of Valdosta here in my belief without Disparity
Study engages in longstanding, systematic and pernicious acts of

business. I have made comments here to local officals, City Councilmebers,
and Ex Mayor concerning my desire to see more fair equal economic
opportunity for African-Americans in contracting dollars.

Ex Mayor John Fretti told me I
want an advantage over him and said his company was small business just
like my company. He was all in my face after a meeting in front of City
Manager Office one day saying him and I intimadate folks and he want me to
come see him when I want to ask question of any City employees
concerning public matters. See I did not get mad,... I remember the
words of article I had read concerning Andrew Young, Civil
Rights Leader, former U.N. Ambassador and former Atlanta Mayor learned from
his Dad.
Andrew Young said,
"Well my dad took me to see Jesse Owens in the Olympics, when Hilter
wouldn't shake his had after he won a gold medal. Dad said, "You see,
white supremacy is sickness, and you don't get mad with sick
people." "You try to help them."
"Jesse didn't get upset. He
just went out and won three more gold medals. He said that you don't get
upset in a fight, you don't get mad, you get smart because if you lose your
temper in a fight, you lose the fight."
This article I read
proved helpful later in my life, during my continue fight to help secure
economic opportunties for African-Americans here in Old Dixie South Georgia
old battle slave grounds back then, when the concept of dying here was very
real.. but today the concept is real with labeling you black balling your
company to trying silence you.. but this practice being done to me
is not scary to me. " You have to have faith and the vision to be willing
to move in the right direction." says Mobley.
Martin Luther King Jr. gave his
life for the vision. I'm an innocent bystander that is collecting the
benefits, though I be willing to lose my life for my vison. That's the
other thing-- coming out of a Christian background, life and death, you know,
it's one transition into another.

you don't have anything to say about whether you're gonna die or not. Your
gonna die, and you can't say when and you can't say how. Your only choice is
what you die for, and the only way you make that choice is through living for
the things that are worthwhile."
